Yes, the New Israel Fund helps Vikki Knafo, By Peter B. Edelman

In his July 31 article "The poor are manipulated," Daniel Doron presents
Vikki Knafo and all the protesting women as passive victims of "bodies
with a political ax to grind."

The main target of Doron's attack is Shatil, the New Israel Fund's
Empowerment and Training Center for Social Change Organizations.

Knafo is neither passive, nor naive, nor vulnerable to manipulation. She
is a strong, resolute woman who knows what has been taken away from her,
and who is determined to set things right for herself and her children. It
is not political manipulation that keeps these brave women in tents in the
heat; it is their belief that in a democracy political demonstration is a
legitimate means of opposing social injustice.

Reading Doron's article one might think that Knafo and her allies had not
been penalized by the new economic plan, that their allowances had not
been cut by an average of NIS 1,200 per month, and that they and their
children were not being deprived of what, until now at least, has been
considered a minimally acceptable standard of living for all Israelis.

Shatil, along with the Jewish Agency, the Histadrut, Meretz, and Shas, is
also accused of "perverting the Zionist dream of establishing a
self-sustaining population capable of supporting itself."

Apparently Doron hasn't considered how hard it is to realize this dream in
an economy reeling from layoffs, factory closings, vanishing foreign
investment, and 11% unemployment.
Doron's name-calling should be seen for what it is: a way to sidestep the
real issues that the single mothers' march put front and center, issues
stemming from competing visions of the State of Israel.

As President Moshe Katzav himself acknowledged last week, the Economic
Austerity Plan "puts the burden of economic difficulties on the shoulder
of the weak segments of society."
In so doing it raises fundamental questions about the kind of society we
want to build, the limits of inequality we are prepared to tolerate, the
extent of national solidarity we hope to create, and the strength of the
social safety net we want to maintain for those in need.
In short, the march concerns not only the plight of single mothers. It
concerns the very nature of Israeli society which is the real reason Vikki
Knafo's protest army has received so much public support and media
attention.

THE WORK of Shatil and the New Israel Fund is rooted in Jewish tradition
and in Israel's founding precepts. Since biblical times, Jews have pledged
to help "the orphan, the poor, the converted and the widow."

Israel's Founding Fathers promised that the state would "ensure complete
equality of social and political rights to all its inhabitants,
irrespective of religion, race or sex."
The government's economic plan neither reflects nor advances these values.
On the contrary, it is based on the twin principles of making the rich
richer (by cutting their taxes) and making the poor poorer (by cutting
their allowances).

In effect, the plan turns original Zionist values on their head. To a
degree unprecedented in Israel's history, we are indeed seeing the cynical
exploitation of the weak for political purposes, as Doron alleges.
However, it is the government and not Shatil that is doing the exploiting.

In helping Knafo confront experienced, well-connected media and policy
advisers from the Finance Ministry, Shatil was acting on its 20-year
history of giving marginalized Israelis the confidence, know-how and
organizing techniques to better their lives.

This work is the very essence of democracy. Shatil has taught thousands of
"ordinary" men and women to negotiate with government officials, navigate
the bureaucracy, organize demonstrations, and get their message out to the
public.

The results? To cite just a few, over 16,000 low-income residents of
public housing now own their own apartments; survivors of rape and
domestic violence can seek support from centers around the country;
Ethiopian families are in houses of their own instead of temporary
caravans; public interest organizations can access information under a
Freedom of Information Law; Israelis can now have a secular burial; and
70% of Arab children aged three to five are enrolled in preschool.
These achievements have been won through the efforts of citizen activists
much like Vikki Knafo disenfranchised, condemned by critics like Doron,
but determined to take the future into their own hands. Democracy depends
on citizens like this, and Shatil is proud to stand by them and their
vision of a truly equitable, fair and just Israeli society.

The writer is professor of law, Georgetown University Law Center and
president of the New Israel Fund.
